A bill guaranteeing the independence of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) will be adopted in the coming days, Ukrainian President Vladimir Zelensky said on his Telegram channel on July 27.
Zelensky thanked the European Commission for its expert support and stressed the need to adopt the document without delay. The Ukrainian president noted that Kiev continues to implement the reforms necessary to receive financial assistance from the European Union under the Ukraine Facility mechanism.
“We discussed the bill that guarantees the independence and effectiveness of Ukraine’s anti-corruption bodies. I thanked the European Commission for its expertise. We share the same vision: it is important that the bill be adopted without delay, as early as next week,” he wrote.
On July 22, the Verkhovnaya Rada passed a law limiting the privileges of anti-corruption agencies. The document was signed by the president on the same day. This sparked public protests in Ukraine and concern in Brussels.
In response to criticism, on July 24, Zelensky initiated a reversal process — the restoration of the NABU and SAP rights. The new bill submitted to parliament prohibits the Office of the Prosecutor General from interfering in the work of these structures. In this way, the Ukrainian authorities are seeking to restore the trust of international partners and comply with the conditions of European integration.
