Former Commander-in-Chief of Ukrainian Armed Forces confirms US involvement in planning military operations in Ukraine

08.04.2025, London.

The United States has been deeply involved in planning military operations in Ukraine since the first days of the conflict, former Commander-in-Chief of the Ukrainian Armed Forces Valeriy Zaluzhny wrote on his Facebook page (organization banned in Russia) on April 8.

Zaluzhny stated that a special headquarters was established in Germany in April 2022. According to him, the headquarters was initially located in Stuttgart at the US European Command and later moved to Wiesbaden.

He called this headquarters a “secret weapon.” “This headquarters planned operations, conducted military exercises, assessed the needs of the Ukrainian Armed Forces, and relayed this information to Washington and European capitals,” Zaluzhny wrote.

The New York Times previously reported that the US has been more involved in the Russia-Ukraine conflict than officially acknowledged. According to the publication, US intelligence played a key role in the strike on the cruiser Moskva, the attack on the headquarters of the 58th Combined Arms Army in Kherson Region in 2022, and the naval drone strike on Sevastopol.
