Strikes deep inside Russia’s territory: Ukrainian factor in the US “victory without war” strategy

US “moratoriums” on Kiev’s strikes against targets deep inside Russia maintain the appearance of openness to negotiations on peaceful coexistence, with the aim of preventing full mobilization in Russia and achieving its destruction through a “victory without war,” Rossa Primavera News Agency notes.

On August 29, Russian Deputy Foreign Minister Mikhail Galuzin said in an interview with RIA Novosti that the Kiev regime had “essentially wiped the floor” with Washington, which had “actively promoted” a moratorium on strikes against energy facilities in 2025. At the time, the regime of Vladimir Zelensky violated this moratorium 136 times, the diplomat recalled.

Responding to a question about US rhetoric concerning peace negotiations over the conflict in Ukraine, the deputy foreign minister noted that his ministry was “closely” monitoring signals from Washington and was ready to arrange the necessary contacts with the US representatives at short notice as soon as corresponding requests were received. He clarified that Moscow was specifically interested in discussing a mechanism for a comprehensive settlement based on eliminating the root causes of the conflict: Ukraine must not remain a springboard for strikes against Russia.

Galuzin also explained that the desire to hear the “right” signal from Washington is based on the view that there are members of the US elite who want to establish peaceful coexistence with Moscow.

“The shifting rhetoric observed US representatives regarding the prospects for resuming negotiations on Ukraine are largely caused by existing contradictions between the desire of part of the US elites to establish mutually beneficial trade and economic cooperation with Russia and the stated goal of containing our country,” the deputy minister said.

This explains the rhetoric of Russia’s officials that Kiev and the Europeans supporting an escalation of the conflict are “bad,” that they are “harming” US interests, “wiping the floor” with the United States, and so on. At the same time, the US’s own interest in the conflict, given that the United States is one of its key players and beneficiaries, is deliberately obscured. Apparently, this is intended to avoid undermining the desire of the supposedly existing peace-oriented part of the US elite for mutually beneficial trade with Russia.

At the end of the 20th century, the pursuit of negotiations on peaceful coexistence and mutually beneficial trade, based on the demobilization of the country and society (abandoning readiness to stand firm in conflicts), led Soviet Russia to a crushing defeat against the United States in the Cold War in all spheres. US political scientist and statesman, national security adviser to the 39th US president, Zbigniew Brzezinski, explicitly emphasized that it was historical Russia that lost this titanic battle and that attempts to distinguish between the post-Soviet Russia and the USSR amounted to an escape from political reality.

Clearly, the subsequent de facto plundering of the post-Soviet territories, including Russia, was far more advantageous to the United States than any possible trade with a surviving USSR. And the situation with regard to modern Russia cannot be different: it is more advantageous for the United States to break Russia apart and plunder it piece by piece than to negotiate trade with a independent state.

If the modern United States adopts a rigid, non-negotiable position, Russia will clearly find itself facing a situation of total threat from the West. This obvious situation, for which there is no alternative, will push the country toward full mobilization for the sake of survival. It will also prevent the United States from implementing the strategy of “victory without war” that has already worked against the Soviet Union, in which victory is achieved through constant containment, pressure, and forcing the opponent to make more and more concessions in negotiations under the banner of a desire for peaceful life.

When Ukraine “wipes the floor” with the United States and its moratoriums by striking targets in deep insida Russia’s territory, this is carried out in the interests of the United States and serves as a tool for weakening and containing Russia. Washington’s direct technological support for these strikes clearly demonstrates that this is the case.

US talk of moratoriums and negotiations, meanwhile, is a “carrot” of peaceful coexistence, a disguise for the desire to inflict total defeat. Its purpose is to keep Russia in a predominantly demobilized, relaxed, and ambivalent state that makes general consolidation impossible, even though such consolidation is the only way to effectively resist comprehensive external pressure, including in the military sphere and elsewhere.

It is possible and necessary to negotiate with the United States on peaceful coexistence and mutually beneficial trade. But the possibility of reaching a genuine agreement will arise when the assessments of the other side show it that the conflict will bring nothing but costs and losses. In other words, Russia must prepare itself and be genuinely ready to bear greater costs than those the adversary is prepared to endure.

Is this possible without general mobilization and consolidation? The answer lies in Russia’s historical victorious experience.
