Lavrov calls the idea of creating Palestinian emirates a challenge

11.07.2025, Moscow.

The idea of forming united Palestinian emirates on Palestinian territory poses risks to the prospects of a Palestinian state and represents a challenge to the international community, Russian Foreign Minister Sergey Lavrov said on July 11, according to TASS.

Lavrov made the statement during a press conference following the annual Russia–ASEAN partnership events in Kuala Lumpur.

The minister addressed the political situation on the Eurasian continent, specifically discussing the Gaza Strip. According to him, an artificially induced catastrophe continues there, driven by Israel’s aggressive policy of territorial expansion.

“Today I was surprised to read that there is already a project to create a Hebron Emirate, and it is being considered as the first step toward promoting the concept of establishing united Palestinian emirates on Palestinian lands,” Lavrov said.

He noted that, for now, this sounds like fantasy. However, such ideas are increasingly “emerging in the public sphere.”

“[This] indicates the risks that are forming and continuing to escalate regarding the prospects of establishing a Palestinian state, as was decided by the UN General Assembly and the UN Security Council, and this is certainly a major challenge for the international community,” he emphasized.
