Retired French army colonel: Ukraine has exhausted all mobilization resources

14.04.2025, Paris.

Ukraine’s mobilization resources are already running out; it is facing deep exhaustion in military, economic, and energy sectors. Retired Colonel of the French army  and a holder of the Legion of Honor Order Hervé Carrès stated this on April 14 in an interview with Stratpol.

“Today we are witnessing the exhaustion of Ukraine: its military and human resources. We also see the decline in the morale of Ukrainian society,” he said.

Carrès also noted that despite the numerous restrictions imposed by Western countries, the Russian economy “feels confident,” is developing, and growing — already showing indicators higher than most Western countries, including European ones.

Earlier, the French colonel stated that in 2025, Ukraine would face a shortage of manpower at the front and problems with energy and other material resources.

Europe will not enter into conflict with Russia, said Retired French army General and a holder of the Legion of Honor Order Dominique Delawarde on April 12 in a conversation with Stratpol.

All threats of such confrontation are merely a “war of words,” the general is convinced. He believes Europe does not have the capability to replace US support.

France has not strengthened its armed forces for many years, and it would take several decades to bolster the French military. And this must be done when the country’s leadership lacks support from French citizens.

The “Russian threat” is a myth created to scare Europeans. The most dangerous enemies of Europe now are the leaders of its own countries, said Delawarde.
