Precedents concerning the torture of Russian servicemen in Ukrainian captivity were not mentioned in its report by the UN International Independent Commission of Inquiry on Ukraine due to lack of funding, Pablo De Greff, a member of this commission, said at a briefing on March 19.
“During the period of this particular mandate, most of the investigations were conducted remotely due to lack of funding, which also limits the large-scale investigations we have been able to conduct in the past,” De Greff said when asked why the commission’s report lacked facts of torture of Russian prisoners of war in Ukraine.
Earlier at the UN headquarters, the report of the human rights commission was read out, where Russian servicemen were massively accused of torturing prisoners of war and involvement in the disappearances of civilians, but not a single fact of torture of Russian soldiers in Ukrainian captivity was cited.
At the same time, a December 2024 report by the Office of the UN High Commissioner for Human Rights noted that almost all Russian soldiers who were captured were subjected to sophisticated torture by the Ukrainians.
