A struggle of attrition has begun between Russia and the West, but the Russian authorities are not preparing the country to increased pressure, according to Black October editorial comment to the reports from the theater of war in the Essence of Time newspaper.

Major Western media like CNBC reported that the weapons reserves in the USA and Europe for supplies to Ukraine were exhausted. The Ukrainian army are spending about 30 thousand 155-mm artillery shells weekly, while the US weapons industry normally produced the same number in a year. According to associate professor of the National Defense University Dave Des Roches, the USA defense industry should be on a war footing.

A similar situation takes place in Europe, where High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell also reported  a major depletion of military reserves. On September 23, NATO Secretary General Jens Stoltenberg urged the NATO member states to increase the capacities of their military sector for a long term. The Western countries produced less weapons in the time of peace, but now they are running our of weapons because of supplies to Ukraine.

“…Moscow is interested to put away the situation in Ukraine before the collective West deploys the full capacities of its defense industry. However, the Russian command and political authorities are stalling for some reason. Therefore, there is a reason to suspect that the system is unprepared to raise pressure (which could destroy it) and reluctant to reconfigure to withstand such pressure,” the editorial comment says.

Thus, throughout September and October the Russian army has been heroically and courageously defending, while the Ukrainian army, in spite of huge casualties, has been on the offensive retaking territories. No change of the trend can be anticipated in the near future, the newspaper notes.

“But the worst thing is that waiting in vain for the Western reserves to exhaust is not concurrent with any building up of our own reserves, i.e. any restoration of our military production, which has long been going down as if it was something unnecessary. Even now, when it came to the crunch, no major changes can be seen as the 2022 military budget is smaller than it was in 2021 (according to such a serious economy expert as M Delyagin),” the commentary says.
