Russia files first complaint against Ukraine with European Court of Human Rights over events since 2014

A lawsuit to the European Court of Human Rights (ECHR) regarding the events in Ukraine was filed by Russian representatives, the press service of the Russian Prosecutor General’s Office reported on July 22.

“On July 20, the Russian Federation filed an interstate complaint with the European Court of Human Rights against Ukraine based on Article 33 of the Convention for the Protection of Human Rights and Fundamental Freedoms,” the agency said in a statement.

The complaint relates to the events of 2014 in connection with the ouster of former President Viktor Yanukovych from power. Russia’s complaint contains a detailed description of the unconstitutional change of power in Ukraine, as well as the promotion of destructive nationalist forces to the Ukrainian state bodies.

These actions were the main reason for the massive violations of the convention and its protocols that followed. The Russian Prosecutor General’s Office urged the international community to draw attention to systematic human rights violations by the Ukrainian authorities.

In addition to this, the ECHR representatives are invited to record numerous facts of criminal actions against international law by the Ukrainian authorities and to take measures in relation to the current situation.

“Force the Ukrainian authorities to stop committing them, conduct a proper investigation and immediately bring the perpetrators to justice, restore peace and harmony on the territory of Ukraine,” said in the statement of the agency.

It is noted that the residents of Ukraine were limited free access to general and higher education in their native language. In addition to this, there was a ban on the broadcasting of Russian-language TV and radio channels and restricted access to Internet platforms and printed media in Russian.

Ukraine’s violations of the human rights convention were divided into 10 major groups

Among them is the responsibility of the Ukrainian authorities for the deaths of civilians in the country, illegal deprivation of liberty and cruel treatment of people. Such events, for example, occurred on the Maidan in Kiev and in the Trade Union House in Odessa in 2014.

Numerous human rights violations occurred in Donbas during the so-called anti-terrorist operation.

In addition, the Ukrainian authorities’ practice of suppressing freedom of speech and persecuting dissidents by banning the media and Internet platforms and persecuting journalists from various countries, politicians and ordinary citizens is highlighted.

In addition, the complaint mentions damage to the health and property of residents of Ukraine and Russia as a result of shelling by the Ukrainian Armed Forces of the neighboring territory of the Russian Federation.

The complaint mentions the deprivation of residents of certain areas of southeastern Ukraine of the opportunity to participate in the elections to the central authorities.

According to the RF Prosecutor General’s Office, human rights violations also include the blocking of the North Crimean Canal as the main source of fresh water for residents of Crimea and attacks on diplomatic, consular and other representative offices of the Russian Federation in Ukraine.

Additionally, representatives of the Russian Prosecutor General’s Office mentioned the crash of the Malaysian Airlines plane on July 17, 2014 due to the Ukrainian authorities’ failure to close the airspace over the combat zone in Donbass. As a result of these actions, 298 people died.

A separate group of violations is the Ukrainian authorities’ refusal to provide the necessary legal assistance to the Russian investigative authorities in the investigation of the crimes committed.

Part of the claims of the Russian Federation is related to violations committed by the Ukrainian authorities directly against Russian citizens, among whom there are dead and wounded. A significant number of Russian citizens in Ukraine are mistreated and their property and businesses are destroyed.

“Ukrainian armed forces are engaged in hostilities that pose a real threat to the lives and health of Russian citizens living in the border regions and are forcing thousands of Ukrainian citizens to seek refuge on Russian territory,” the agency said in a statement.
