27.11.2018, Kiev.

An evacuation plan and procedures in the event that martial law is declared in the country were approved in Ukraine 21 days prior to the current events near the city of Kerch, a Rossa Primavera News Agency correspondent reports on November 26, referring to the Ukrainian Cabinet of Ministers website.

A special addendum to the document, which was adopted prior to the recent incident, also stipulated procedures for evacuating prisoners in border areas in the event the martial law is declared.

On November 25, Ukrainian Navy vessels violated the procedures for warships’ passage through Russian territorial waters. As a result, border guards were forced to stop and detain the violators.

Meanwhile, the Russian Federal Security Service (FSB) said earlier that this was a planned provocation.
