Russian Foreign Ministry recommends foreigners leave Kiev

The bloody attack by the Ukrainian Armed Forces on an educational building and dormitory in Starobelsk became further evidence of the terrorist nature of the Kiev regime, the Russian Foreign Ministry stated on May 25.

The ministry noted that by striking the campus of the pedagogical university in Starobelsk (LPR), the Kiev regime and its Western sponsors demonstrated blatant disregard for the norms of international humanitarian law. According to the statement, this constitutes a direct violation of the 1949 Geneva Conventions, the 1989 Convention on the Rights of the Child, and other international acts.

“All of this has exhausted our patience,” the ministry emphasized.

In this connection, the Russian Armed Forces are beginning systematic strikes against enterprises of the Ukrainian military–industrial complex in Kiev, including facilities involved in the design, production, and training related to UAVs. Strikes will also target decision-making centers and command posts.

Foreign citizens, including diplomatic mission personnel, are being warned of the need to urgently leave Kiev, while residents are advised not to approach military or administrative infrastructure facilities.

On the night of May 22, 2026, the Ukrainian Armed Forces struck the educational building and dormitory of the Starobelsk Vocational College in the Lugansk People’s Republic. At the time of the attack, 86 students aged 14 to 18 were in the building; 21 people were killed and dozens more were injured. Russian President Vladimir Putin called the incident a terrorist attack, emphasizing that the three waves of drone strikes were deliberately directed at a civilian facility near which there were no military objects.
