What are the dreams of the new technocratic administration in the US?

We must understand what model of the world, society, and humanity the new American administration intends to implement.

In the previous article, we talked about the ambiguous personal characteristics of one of the members of US President-elect Donald Trump’s team — entrepreneur Elon Musk and his grandfather Joshua Haldeman, as well as SS officer and rocket designer Wernher von Braun, who strongly influenced the Musk family.

In addition, the article pointed out the connection between Elon Musk’s grandfather and a specific American organization of technocrats called Technocracy Incorporated.

Let’s take a closer look at this organization, as it will help us understand where the team of technocrats and Big Data figures (as representatives of the high-tech elite have come to be called, in the manner of Big Pharma) that came to power with Trump came from and what they essentially are.

Western experts clarify his words — it is not just technocrats who have come to power, but technocrats who profess right-wing views.

The appeal of the future is clearer still among those strands of the techno-right flocking to Trump. Silicon Valley tycoons embrace ideas of “disruption” that are all about upending the status quo for the sake of passage to something better. Their manifestos draw favourable links to figures such as Filippo Tommaso Marinetti, leader of the early-20th century political and aesthetic movement of futurism, defined by its aversion to existing codes and a restless fixation on the new. Then and now, such futurists can be elusive about what they hope to achieve – tie yourself to a programme and you limit the disruptive potential. An aura of unpredictability helps keep opponents on the back foot. Historically, this elusiveness has been no barrier to influence. “Without futurism,” said Mussolini, “there would never have been a fascist revolution,” writes Professor Donathan White in The Guardian.

It is worth noting that futurist Tommaso Marinetti was closely associated with Benito Mussolini and was directly involved in the creation of Italian fascism.

The Atlantic used the words of its editor Adrienne La France as an epigraph to the article “The Rise of Techno-Authoritarianism”: “Silicon Valley has its own ascendant political ideology. It’s past time we call it what it is.

The article goes on to develop the idea of what exactly the technocrats in Donald Trump’s team believe in.

“The new technocrats are ostentatious in their use of language that appeals to Enlightenment values—reason, progress, freedom—but in fact they are leading an antidemocratic, illiberal movement.

So, experts are giving Trump’s new team some pretty harsh characterizations. Some might say that the hints of fascism and totalitarianism among the technocrats are coming from the Democrats, who’ve long been used to labeling their old conservative enemies this way. But Trump’s new team isn’t made up of classic conservative Republicans. We are dealing with a very specific group of new managers. And if we look closely at the origins of this group, we will see that experts have good reason to speak of the grim essence of the technocrats who have come to power.

Technocracy Incorporated

In 1919, American engineer Howard Scott formed the “Technical Alliance,” a group of scientists, engineers, and technicians who studied data on economic and social processes in North America. The goal of this work was to prove the wastefulness and inefficiency of the capitalist system. In his work, Scott based his ideas on the writings of American economist and sociologist Thorstein Veblen, who was also a member of this organization.

Veblen effectively became the ideologist of this new endeavor, one of the fathers of technocracy. His 1921 article, “The Engineers and the Price System” made a great impression on the technical intelligentsia. In it, he proposed the creation of a “Council of Technical Specialists” to manage industry.

Veblen also wrote about the conflict of interests between financiers and manufacturers, who, working in the same field, pursue different goals. In addition, in his works, he raised the problem of the technological “scissors” — a situation where the development of technology is much faster than the development of society, whose members become dependent on technology.

The Technical Alliance ceased to exist in 1921, and in 1933, Howard Scott founded the organization Technocracy Incorporated.

During those years, the United States was experiencing the Great Depression, and technocrats from Howard’s organization proposed a radical solution to this and similar crises.

They called for the abandonment of money and the introduction of “energy certificates.” This meant that every resident of the country would have to allocate part of the energy produced in the form of a personalized certificate. This, according to the technocrats, would allow us to move away from money and the price system built by capitalism.

It will be impossible to go into debt and, likewise, impossible to save income for the future,” one Technocracy Inc. brochure from the period says. “It would be impossible to sell anything,” said one of Technocracy Inc.’s brochures from that period.

The price system was seen as the root cause of all the ills of modern society. Here’s what the 1933 “Course in Technocracy” said:

Under the Price System at its best there is not a single field of endeavor where the best technical standards are allowed to prevail. In other words, poverty, waste, crime, poor public health, bad living conditions, enforced scarcity, and low load-factors, are everyone the direct and necessary consequences of the Price System…. What we have tried to make clear is that it is the Price System itself, and not the individual human being, which is at fault.

According to technocrats, power should be transferred to a group of engineers and scientists, rather than politicians.

The discussion focused on a scientific and impersonal method of managing all aspects of society, not just how energy should be used. The September 1937 issue of The Technocrat magazine states:

Technocracy is the science of social engineering, the scientific operation of the entire social mechanism to produce and distribute goods and services to the entire population of this continent. For the first time in human history it will be done as a scientific, technical engineering problem. There will be no place for Politics or Politicians, Finance or Financeers, Rackets or Racketeers.

As we can see, the technocrats planned not only to get rid of the price system and change the type of managers—they aimed for fundamental changes in all aspects of society.

Representatives of Technocracy Incorporated believed that the use of the latest scientific and technological advances would enable humanity to achieve prosperity, unlike the capitalist system, which, in their opinion, was heading for inevitable collapse.

If the human race on this continent wants to survive the collapse of the price system, technocracy must be put into practice.

In the new technocratic society, people would only need to work for 20 years to retire, the technocrats predicted.

They believed that in order to implement such a scheme, it would be necessary for the US to unite with its neighboring countries to form a “North American Technate” — an association of countries ruled by technocrats and functioning as a huge corporation, in which there would be no money, politicians, financiers, and so on.

The union of the United States, Canada, Mexico, Greenland, and other territories would, according to the movement’s members, create a completely self-sufficient entity with a population of about 600 million people, an area of 25 million square kilometers, industry, agriculture, mineral resources, communications, roads, transportation lines, energy, and so on. It should be noted that the new Trump administration is also calling for the aforementioned countries to unite around the US. The continuity of ideas between the technocrats of the 1930s and the current Silicon Valley elites who have come to power is evident.

Representatives of Technocracy Incorporated wrote and spoke extensively about technology, the future Technate, the structure of society, and so on. However, how did they see Man? What characteristics should he possess in the face of such fundamental changes in society? Here is what the technocrats themselves write on this subject in “The human animal” section of their training course.

The developments in the fields of physiology, biochemistry and biophysics, chiefly since 1900, are at last bringing us down to earth. Attention has already been called to the fact that the human body is composed chemically of the ordinary substances of which rocks are made. So are dogs, horses, and pigs. In an earlier lesson, while discussing the ‘human engine,’ we pointed out that the human body obeys the same basic laws of energy transformation as a steam engine. This also is true of dogs, horses, and pigs. These facts might lead one to suspect that human beings are very far removed from the semi-supernatural creatures they have heretofore supposed themselves to be.

When we observe a human being we merely perceive an object which makes a certain variety of motions and noises. The same is true, however, when we observe a dog or a Ford car.

A strong statement, isn’t it? Especially against the background of increasingly frequent statements about humanity as a withered branch of evolution.

It should be noted here that Technocracy Incorporated was among the founders of other anti-human ideological movements, such as transhumanism, the concept of sustainable development, and others.

Thus, technocracy researcher Patrick Wood notes parallels between the original doctrine of technocracy and the goal of sustainable development in the field of renewable energy sources and the global intellectual network:

The first two requirements of Technocracy concerned the control of energy. The second requirement stated, ‘By means of the registration of energy converted and consumed, make possible a balanced load.’ This is identical to Sustainable Development’s goal of renewable energy and the global smart grid; everything must be finitely controlled down to the last milliwatt”.

However, let us return to the history of the organization. Against the background of the problems of the capitalist system demonstrated by the Great Depression, the technocratic movement gained great popularity in the United States and Canada in the 1930s. At its peak, the organization had hundreds of thousands of members.

A red monad was chosen as the symbol of the movement. The technocrats themselves write that it symbolizes the balance between production and consumption, as well as between humans and the environment. Another innovation introduced by Scott was the digital names that members of the organization took for themselves.

The head of Technocracy Incorporated convinced the organization’s members that they should refer to themselves not only by name but also by number. At one of the technocrats’ rallies, the speaker was introduced simply as “1×1809×56.” Elon Musk’s grandfather, for example, was given the digital name “10450–1.

In addition, at Scott’s request, members of the organization began to wear identical clothing, drive identical cars, and greet each other with specific gestures. Journalists at the time noted that this group “resembled an emerging fascist movement.

The popularity of this movement is not surprising — after the Great Depression, part of the American population became deeply disillusioned with democratic institutions and wanted a “strong hand” that could restore order. The ideas of technocrats offering a “salvific” dictatorship proved very timely.

Closer to World War II, interest in the movement clearly declined, but it did not disappear completely, continuing to exist in a significantly reduced form.

It is, of course, impossible to cover the entire topic of technocracy and its projection onto the present moment. However, even a quick glance at the history of Technocracy Incorporated shows that the idea has not disappeared into the past but, however strange it may seem, has reached out into the future.

In early March 2025, DOGE CEO Elon Musk began tackling American bureaucracy by using artificial intelligence for audits. Officials in the US became very nervous, as there is a belief that Musk’s AI, having performed its auditing functions, will gradually replace people with programs and machines. The dream of Technocracy Incorporated citizens for technical and engineering control of society has been revived and is even beginning to come true little by little.

On May 4, 2020, Elon Musk and his girlfriend Claire Boucher had a son. The child was named “X Æ A-12.” This is hardly a coincidence. Musk is continuing his grandfather’s work and actively implementing the ideas of the first technocrats.

Everything that is happening suggests that the groups that supported Trump in the elections and came to power, despite some differences, firmly believe in technology and the technocratic path, which is closely linked both to the old achievements of the technocrats of the early 20th century and to new concepts, including, for example, the ideas of the Dark Enlightenment movement.

In addition, new cultural and religious trends embraced by high-tech representatives who have come to power require separate consideration. For example, what is the cultural and religious (and it does exist, no matter how much the organizers and participants deny it) background of the Burning Man festival, which is popular among technocrats? In Silicon Valley, with which the group that has come to power is closely associated, it is not only technical concepts that are maturing.

All this requires careful study. We must understand what model of the world, society, and humanity the new American administration intends to bring to life.
