Kiev announces new initiatives: Call-up of 18-25-year-olds

25.01.2025, Kiev.

The Office of the President of Ukraine plans to amend legislation concerning the conscription of men aged 18-25, stated Nikolay Shchur, an advisor to the office’s military department, on January 25, as reported by Strana.

He emphasized that the changes will introduce a voluntary contract system for citizens exempt from mobilization.

The proposed amendments will affect both legislative acts and presidential decrees, Shchur said. The technical coordination of the proposals is nearing completion.

“I believe the presentation will take place in the coming days,” Shchur noted.

He explained that the contract system will include financial and other incentives. The project was developed with input from working groups comprising representatives of the Ministry of Defense, the General Staff, and public organizations.

Deputy Head of the Office of the President Pavel Palisa previously clarified that the initiative would also apply to individuals eligible for deferral or those demobilized after the adoption of the mobilization law.
