Head of the LPR: Russia has extended a helping hand to Donbass

While Ukrainian army is shelling Donbass, Russia is extending a helping hand to the Lugansk and Donetsk People’s Republics, LPR head Leonid Pasechnik wrote on his Twitter page on November 15.

The statement was made after Russian President Vladimir Putin signed the day before the decree “On providing humanitarian support to the population of certain areas of the Donetsk and Lugansk regions of Ukraine.”

“While ‘fellow citizens’ are shelling our territory, the fraternal people of Russia are again extending a helping hand and providing humanitarian support, which Donbass needs so much. The residents of the LPR thank the president of Russia for signing the relevant decree!” Pasechnik wrote in the social network.

Earlier, Putin instructed the government within a month to ensure that goods from the LPR and DPR are admitted on equal terms with goods of Russian origin.

The leader of Russia also instructed not to apply quantitative restrictions on exports and imports to goods that move between the Russian Federation and certain areas of the Lugansk and Donetsk regions of Ukraine.

The Government of the Russian Federation within a month to ensure by way of exception for the period until the political settlement of the situation in certain areas of Donetsk and Lugansk regions of Ukraine on the basis of the Minsk agreements not to apply quantitative restrictions on export and import in respect of goods whose movement is carried across the state border of the Russian Federation in or from such areas (except for certain types of goods),” the document reads.

As follows from the text of the document, the decree was adopted “in order to protect the rights and freedoms of man and citizen, to provide humanitarian support to the population of certain areas of the Donetsk and Lugansk regions of Ukraine and to prevent further decline in living standards under the ongoing economic blockade and deterioration of the situation due to the spread of a new coronavirus infection.”
