Budapest format is something that does not exist now and is unlikely to happen especially with respect to resolving the situation in Donbass, said the representative of the Lugansk People’s Republic (LPR) in the political group at the Minsk talks, Rodion Miroshnik, to a Rossa Primavera News Agency’s correspondent on June 4.
In the expert’s opinion, the Ukrainian authorities are living in a fantasy, in which the USA will allegedly openly take responsibility for the situation in the country, but this will not happen because of certain reasons, “Kiev has nothing to offer the Americans. They [the Ukrainian authorities – translator’s note] have not had nuclear weapons for a long time, and without any official status, the USA controls the majority of people who influence the processes in Ukraine. Why do they need additional responsibility? That is especially so against in the times of coronavirus pandemic, when everyone defends their own interests.”
Miroshnik believes that fantasies of the Ukrainian authorities about Budapest and other formats will remain fantasies that are of little interest to anyone because of the weakness of the Ukrainian authorities, who “gives land, the bank system, strategic state property, control over the law enforcement and tax system in consideration of not even a credit itself, but for promises of the credit.”
“So, what should Americans talk to them about? They will simply give orders, but they will negotiate with those, who have power, and look for suitable formats for it. Ukraine has not been among the powerful ones for a long time,” the expert concluded. On 2 June, Ukrainian Deputy Prime Minister Aleksey Reznik in his publication on the website of the Atlantic Council addressed London and Washington with a proposal to hold talks on the situation in Donbass in the format “without Russia.“ Reznik called such negotiations “the Budapest format”, adding that Moscow could not take part in them because of the violation of the Budapest Memorandum signed in 1994.
