Unidentified armed people take control over Lugansk center

The center of Lugansk was blocked by unidentified armed people, the State TV and Radio Broadcasting Company of the Lugansk People’s Republic (LPR) reported on November 21.

People wearing uniform without any identifiers blocked some streets and approaches to administrative buildings. In particular, traffic was restricted near the building of the Ministry of Internal Affairs (Russian: MVD). Responding to people’s questions officials said that these actions were part of a scheduled exercise carried out together with servicemen of the Berkut special unit.

Some Andrey Dikhtyarenko at his Facebook page reported that there was an armored personnel carrier near the MVD building, and that some of the servicemen were seen carrying hand-held grenade launchers. He connected these events with the recent dismissal of the MVD Head, Igor Kornet. However, no official statements by the leadership of the Republic have been made so far.

On November 20, the Leader of the Lugansk People’s Republic Irog Plotnitsky signed an order dismissing the Minister of Internal Affairs from office. The Head of the Criminal Police of the LPR’s MVD Vladimir Cherkov became acting minister.
