Experiment of promoting AI chatbot to the ministry in Albania raises questions

12.09.2025, Moscow.

The “promotion” of an AI chatbot to the post of the servant of public procurements in Albania looks dubious, since it raises the issue of responsibility, according to Rossa Primavera News Agency‘s IT Desk.

Albanian Prime Minister Edi Rama announced the creation of a digital government member on September 11. Until now, no country had dared to take such a step. The chatbot, named Djella, will be tasked with reviewing government contracts and conducting tenders. The authorities hope this will protect this sphere of activity from corruption.

Making predictions is a hopeless task, especially in such not well explored area, but this step looks questionable after several companies first replaced people with AI bots, and then brought everything back. And there, the tasks was simpler than that of a minister.

For example, in the United States, the fast-food chain Taco Bell encountered numerous problems when using voice assistants to take drive-thru orders. The bots made mistakes unimaginable for a human, and pranksters even began deliberately overloading the system.

In addition, researchers at the University of Pennsylvania learned how to easily coax neural networks into providing information forbidden by their guidelines. All it took was not special equipment but a popular psychology book with advice on flattery and other manipulation techniques.

So the question arises: who will be responsible if Djella fails, or if someone finds the right “key” to her “heart” through flattery? It won’t even be able to testify, or rather, it will, but it’s unclear who would vouch for the reliability of such testimony.

It could turn out that budget money will leak away, and there will be no one to punish. Although, there’s a chance that this was the plan all along.
