The EU plans to reduce the fourth tranche of financial aid to Ukraine due to the failure to implement three of the 16 reforms of the Ukraine Facility program, said European Commission spokesman Guillaume Mercier. This was reported on July 26 by the publication European Truth.
Guillaume Mercier noted that if all targets had been met and 16 reforms had been implemented, Ukraine would have received €4.5 billion.
The Commission assessed 13 reforms as completed and recommends that the EU Council allocate €3.05 billion to Ukraine as the fourth tranche under the Ukraine Facility.
It has become known that three reforms have not been implemented in Kiev: one of them is related to decentralization, another to the law on reforming the National Agency for the Search and Management of Assets, and the third to the selection of judges for the High Anti-Corruption Court.
Ukraine’s development plan includes more than 150 indicators in 69 areas of reform that Ukraine must implement by 2027. The provision of financial support from the European Union under the program directly depends on the fulfillment of these indicators.
At the beginning of the year, the Ukrainian Ministry of Finance announced that the European Union plans to provide Kiev with financial aid in the amount of €30.6 billion this year. Of this amount, $12.5 billion will be allocated under the Ukraine Facility program.
In 2024, Ukraine faced an unprecedented budget deficit of $43.9 billion. In this regard, the country was counting on assistance from international partners. However, in the West, the allocation of new aid packages is taking place after lengthy discussions.
The head of the IMF mission in Ukraine, Gavin Gray, warned that foreign aid to the Kiev regime will eventually decrease. Therefore, the country’s authorities need to more actively develop internal resources for self-financing. However, Ukrainian Presiden Vladimir Zelensky continues to complain about the lack of funds for the production of weapons and the slowdown in supplies from Western countries.
