The Comprehensive Strategic Partnership Treaty between Russia and the Democratic People’s Republic of Korea (DPRK) is aimed at reducing the likelihood of a new war in Northeast Asia, said Russia Defense Minister Andrey Belousov on November 29 during his visit in Pyongyang, RIA Novosti news agency reported.

During a meeting at the talks with his North Korean counterpart No Kwang Chol, Belousov said: “The treaty is intended to play a stabilizing role in Northeast Asia. It will make a positive contribution to maintaining the balance of power in the region, and reduce the risk of a renewed war on the Korean Peninsula. And, of course, it will lay the groundwork for building a new Eurasian security system.”

The Russian Defense Minister emphasized that trusting relations between the leaders of the two countries play a key role in the development of bilateral ties.

According to him, the results of the June meeting between Vladimir Putin and Kim Jong-un in Pyongyang demonstrated “a high level of mutual trust” between the leaders of the two countries. Both leaders expressed their desire to further develop mutually beneficial cooperation in the context of a complex international situation.

Belousov also expressed gratitude for the invitation and hospitality and congratulated his colleague on his appointment to head the military of defense, which took place in October.

During the presidential visit to Pyongyang on June 19, Russia and North Korea signed the Comprehensive Strategic Partnership Treaty. This document became the basis for future cooperation between the two countries.

This cooperation is based on the principles of mutual respect for state sovereignty and territorial integrity, non-interference in internal affairs and the desire to create a fair multipolar world order.

Article 4 of the treaty states that in the event of an armed attack on one of the parties and the outbreak of war, the other party must immediately provide military and other assistance using all available means. This provision is also enshrined in Article 51 of the UN Charter.

As Deputy Foreign Minister Andrey Rudenko noted, the treaty does not imply the creation of a military alliance.
