Banana sellers has certified prosecutors in Ukraine with US funding

A company selling bananas on the market in the Kiev region attested prosecutors in Ukraine, former Ukrainian prosecutor Konstantin Kulik said on September 16 at a press conference.

The former prosecutor said that the US government has allocated $7.4 million to reform the Ukrainian prosecution and re-certification of employees, which were misused under Prosecutor General Ruslan Ryaboshapka.

“The main task of the reform was to bring the Prosecutor General’s Office under the full control of the US Embassy in Ukraine and to establish the loyal leadership of the Prosecutor General’s Office. The secondary task, as always, was to embezzle the money of Ukrainian or US taxpayers. In the case of the Prosecutor General’s Office, the funding of the US international technical assistance was misused and laundered,” Konstantin Kulik said.

The investigator into Ukrainian corruption specified that $744 thousand were spent on accommodation and buffet of foreign experts, the reformers “embezzled” $1 million.

Those responsible for the reform on the part of the Prosecutor General’s Office of Ukraine: the first one is Deputy Prosecutor General Vitaliy Kasko, the second one is Polina Chizh, the head of the Department for International Cooperation at the Prosecutor General’s Office.

The International Development Law Organization (IDLO) under the direction of Levan Duchidze carried out the reform. The organization is known in different countries for being working for effect, bias and misuse of funds.

IDLO subcontracts Psymetrics-Ukraine limited liability company to organize the reform of the Prosecutor’s Office for anonymous, in particularly for testing of prosecutors to evaluate their compliance with the professional competence and performance criteria.

The subcontractor’s firm was founded in 2018. The company staff did not have sufficient competence to conduct evaluation of prosecutors in Ukraine. Psymetrics-Ukraine itself did not develop the tests, but purchased the online test from the Meta Consulting firm.

“Thus, the right people passed the tests of the Prosecutor General’s Office. All the others passed the test according to the standard procedure and, of course, they did not pass the test, because it was composed in such a way that in principle it was impossible for a person with a normal psyche to pass the test,” Kulik emphasized.

After the test, Prosecutor General Ryaboshapka ordered to dispose of all documents related to the test. Psymetrics-Ukraine Ltd changed its owner, and the company returned to its main activity – retail trade in bananas on the market in the Kiev region.

Background

Verkhovna Rada deputy Andrey Derkach made public recording of conversations between presumably the former US Vice President Joe Biden and former Ukrainian President Pyotr Poroshenko on May 19, 2020 at a press conference in Kiev. Phone conversations are dated late 2015 – early 2016 and have been called “Derkach’s recordings.”

The purpose of disclosure is to proof that Poroshenko committed treason by making public appointments to the benefit of Joseph Biden, at that time the vice president of the United States, as well as defending the interests of oil company Burisma, with which he was closely associated with Beiden’s son.

In addition, the recordings reveal the discussion of the details of the economic and political persecution of oligarch Igor Kolomoiskiy.

After the recordings were made public, the Office of the Prosecutor General of Ukraine opened a criminal case against Poroshenko under the article treason. The former president of Ukraine and his party European Solidarity deny the authenticity of the audio recordings.
