The scheme of introducing a global quarantine to counteract a biological war was developed at the time of US Defense Secretary Donald Rumsfeld as a way to restore America’s power over the world, said the leader of the Essence of Time social and political movement an analyst and political scientist Sergei Kurginyan on the program “The Right to Know” on TV-Center channel on May 16.
Kurginian reminded that Rumsfeld “as Defense Secretary started by developing the ideas of implementing quarantine on American military bases“.
“Then, with the help of a group from the CDC and other organizations and Rumsfeld himself, suddenly, as a Jack-in-the-box, an unprecedented idea of a ‘global quarantine’ emerged from it. And it was called ‘Red Dawn’. It was promoted by Hollywood – there, however, after lengthy considerations, China was replaced by North Korea and so on – but that was it!” reminded the expert.
Kurginyan stressed that the idea of a global quarantine was promoted as a way to regain global leadership for the United States. Simultaneously, it was supposed that the US military would seize power in the country according to the doctrine of “continuity“.
“In response to that, there was a wild noise from that very Johns Hopkins University and others! A wild noise! Rumsfeld was accused of totalitarianism and all the rest,” said the political scientist.
In the same program, Sergey Kurginyan declared that there exists a “continuity” doctrine in the US. According to the doctrine, in a specific threat situation (for example, the threat of a nuclear strike) power is transferred to the military.
This doctrine was applied in the 9/11 crisis in 2001 after the attack on the twin towers of the World Trade Center had happened. At that time, for 12 hours the country was headed not by President George W. Bush, but by the head of anti-terrorist operations, Richard Clark.
Donald Rumsfeld was Secretary of Defense in 2001-2006 during the presidency of George W. Bush, and before that in 1975-1977 when Gerald Ford was president.
