People’s Militia of Lugansk People’s Republic (LPR) urges the citizens living on the occupied territory within the zone of Kiev junta’s punitive operation (so-called, “antiterrorist operation” − Editor) to demand the withdrawal of the Ukrainian military units from towns and villages, the official representative of the LPR Defense Ministry major Andrey Marochko informed Lugansk Information Center.
He stated that the Ukrainian army continues to deploy the weaponry and military equipment at the contact line and uses the objects of the civilian infrastructure to deploy its units.
“According to our recon, the units of the 1st Motorized Battalion of the 54th Independent Motorized Brigade of the Ukrainian army occupied the civilian facilities near Luganskoye village,” Marochko cited a case.
“However, I would like to mention that the Ukrainian Command had to order withdrawal of some of the units from the occupied towns and villages due to the large-scale protests of the civilian population against the deployment of the Ukrainian army units there”, he stressed.
“We urge the residents of all the towns and villages, where the Ukrainian occupational army, the Ukrainian artillery units, ammunition depots, arms depots and fuel depots are deployed, to demand their withdrawal immediately”, the representative of the Defense Ministry of the Republic said.
“Taking into account the carelessness of the Ukrainian personnel, we can expect the violation of the safety precautions of ammunition handling on their part resulting in the tragic consequence for the civilian population”, Marochko mentioned.
“On our part, we, as before, adhere to the previous agreements and are ready to repulse any aggression against the Republic when required”, the official representative of the LPR People’s Militia assured.
On the Meeting in Minsk on August 26th, 2016, the members of the Contact Group on the settlement of the situation in Donbass reached an agreement on the establishment of the continuing ceasefire in Donbass starting from September 1st. This is the ninth agreement on the maintenance of the ceasefire since the autumn of 2014. Previously, the Ukrainian military repeatedly violated the ceasefire on the territory under control of People’s Militia also by shelling by mortars and heavy tanks, which should have been withdrawn according to the Minsk agreements.
On February 12th, 2015, the Members of the Contact Group on the settlement of the situation in Donbass signed the Package of Measures for the Implementation of the Minsk agreements agreed on with the heads of the states of “Normandy format”. In the Resolution 2202 (2015), the UN Security Council endorsed the Package of Measures, which became the Annex No1 to this Resolution. The UN Security Council also urged all the parties to fully implement the Package of Measures.
The document stipulates the ceasefire, the withdrawal of the heavy artillery from the contact line, the launch of the dialogue on the reestablishment of the social and economic connections between Kiev and Donbass as well as the carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on “the special status of certain areas of the Donetsk and Lugansk regions”.
