Russian Armed Forces attack a strategically important facility in Kiev

23.09.2026, Moscow.

The Russian Armed Forces struck a strategically important facility in Kiev, the Telegram channel “War Correspondents of the Russian Spring” informed on September 23.

According to the channel, the building of the Ukrainian Institute for the Design and Development of Information and Communication Infrastructure “Giprosvyaz” was attacked. It is noted that the offices of the communications operator “Ukrtelecom” are located in the same building.

“A strike was carried out on the building of the Ukrainian Institute for the Design and Development of Information and Communication Infrastructure ‘Giprosvyaz’,” the publication reads.

On the night of September 17, Ukraine was unable to shoot down a single one of the Russian Armed Forces’ missiles. Explosions rocked Odessa and Kiev.

The Institute “Giprosvyaz” in Kiev remained a key link in Ukraine’s telecommunications infrastructure for many years. It was here that special communications systems were designed and developed, and research was conducted in the field of radio frequency control and internet technologies.

Besides the institute itself and “Ukrtelecom,” the same building also housed the offices of the telecom company “Vega” and the Ukrainian Research Institute of Communications. The combination of these organizations made the facility a strategically significant hub responsible for the resilience of communications and telecommunications services on a nationwide scale.
