The United States of America uses chaos as a tool to maintain its dominance in the world, Russian President Vladimir Putin said at a meeting with members of the Russian Security Council on October 30, the Kremlin press service informed.
“[The USA] wants to preserve, prolong its dominance, its global dictatorship, and in conditions of general chaos, it is more convenient to do this, because, with the help of such chaos, they expect to contain, destabilize competitors,” Putin said.
The president emphasized that according to the current trends, including in the global economy, the United States is losing its position as a global hegemon. However, the Russian leader noted the United States does not want to recognize the current state of affairs.
Therefore, the US ruling circles are interested in destabilizing the world. “It is the current US ruling elites and their satellites who are the main beneficiaries of world instability,” Putin said.
Back in the 1990s, concepts were developed in the United States that envisaged to use of controlled chaos in the interests of the United States. Thus, an employee of the State Department Steven R. Mann in 1996 pushed a report “The Reaction to Chaos”, stating the following, “… we need to be open to ways to accelerate and exploit criticality if it serves our national interest, for example, by destroying the Iraqi military and the Saddam state. The key is national interest, not international stability. Indeed, we already push a number of policies that accelerate chaos, whether we realize that or not: promoting democracy, pushing market reform, and spreading, through private sector means, mass communication..”
