The international community is already familiar with examples of fatal mistakes committed by supercomputers, MD Igor Akulin said in his report “Legal problems of public health under global challenges” at the plenary session of the 18th Congress “Health – the basis of human potential: problems and ways of their solution” on November 23.
“For the first time European Union lawmakers have developed such a legal act, which indicates that it is necessary to follow ethical, legal and economic issues when applying artificial intelligence and to establish control over such decisions,” Akulin noted.
The scientist explained that human control of robots and artificial intelligence (AI) is necessary to prevent improper access by third parties and errors that arise in the work of AI. Akulin, for example, recalled the famous error of the medical supercomputer Watson Health, which recommended incorrect treatments to cancer patients that could have led to their deaths.
“Leaks of personal data and information constituting medical secrets, inaccurate, incorrect methods of treatment, which can also affect the interests of not only the individual but society as a whole, should be taken into account in both digitalization and robotization,” the doctor of sciences pointed out.
The expert recalled the first case of the use of robotics to kill a person in 2016, when Dallas police used a robot designed for demining to neutralize the killer of five law enforcement officers. Also, he assured, there have been cases where criminals have tampered with robot programs, resulting in “very serious things.”
“The robot Sophia was granted Saudi Arabian citizenship. The question arises about the rights and obligations of this robot. What to do with it? How to limit the impact on humans is a very serious question. On the whole, there are many issues concerning the criminal law and artificial intelligence today, discussions about the tigthening this body of law in advance,” he concluded.
