“All for all” POW exchange is impossible as long the as the armed conflict lasts and people are being detained and imprisoned because this is a continuing process during a war. However, POW exchanges must continue, the Ombudswoman of the Donetsk People’s Republic Darya Morozova said in an interview on February 3.
“Because further detentions will take place, as long there is no amnesty law or another law prohibiting the prosecution of those who participated in the Donbass conflict. Any person can be accused of something. Therefore, ‘all for all’ exchange is impossible until the conflict completely ends,” Morozova said.
The Ombudswoman also said that a number of DPR citizens reportedly remain in detention in Ukraine; therefore, the POW exchanges will continue.
The “all for all” format of exchange is stipulated by the Minsk agreements. The latest POW exchange took place on December 29. Then, 61 people returned to the DPR form Ukrainian prisons, and 51 people were released to Ukraine.
