The Venice Commission of the Council of Europe and the Organization for Security and Cooperation in Europe issued a joint communique in which they called Ukraine’s law “On condemnation of the Communist and National Socialist totalitarian regimes in Ukraine and banning the promotion of their symbols” inconsistent with European legal standards.
According to experts, the law uses very vague expressions which can be freely interpreted.
“The banning of political parties from participation in elections or their dissolution should be a measure of last resort in exceptional cases. The mere demonstration of a symbol or use of a name should not lead to imprisonment,” commission experts concluded.
