Vladimir Putin: Russia may use nuclear weapons in case of massive air attack

Russia may use nuclear weapons if reliable data is received about a massive air attack on it and about the crossing of the state border by means of attack, Russian President Vladimir Putin said at a meeting of the permanent meeting of the Security Council on nuclear deterrence on September 25.

The meeting discussed issues on updating the Fundamentals of State Policy in the field of nuclear deterrence. The President emphasized that the proposed project regards an attack by a non-nuclear state supported by a nuclear state as their joint attack.

Putin emphasized that Moscow reserves the right to use nuclear weapons in case of an attack on Russia or Belarus. This includes the creation of a critical threat to their sovereignty by conventional weapons.

In June, President Putin said Russia may revise its nuclear doctrine because the West is lowering the threshold for the use of nuclear weapons, including preparations to develop ultra-low-intensity explosive devices. The President emphasized that the innovations will not stipulate a nuclear pre-emptive strike.
