Russian State Duma ratifies Strategic Partnership Agreement with North Korea

The State Duma of Russia ratified the comprehensive strategic partnership agreement between Russia and North Korea on October 24 during a plenary session, Parliament Speaker Vyacheslav Volodin said.

The Speaker of the Duma described the ratification as the result of work carried out at the level of leaders of the states, the development of relations between the two countries, and complete mutual understanding.

“In the most challenging situations, the Democratic People’s Republic of Korea has consistently supported our country at the level of international organizations, in conducting special military operations, and supported the accession of Crimea, as well as the decisions made regarding the Lugansk, Donetsk, Kherson, and Zaporozhye Regions,” said the chairman of the lower house of parliament, emphasizing that cooperative relations are also developing at the parliamentary level.

The bill for the ratification of the agreement was submitted to the State Duma by President Vladimir Putin on October 14, 2024.

The Agreement on Comprehensive Strategic Partnership between Russia and North Korea was signed by the leaders of Russia and North Korea on June 19, 2024, during Putin’s visit to Pyongyang. The agreement will come into force upon exchanging ratification documents and will be indefinite.

Article Four of the Agreement stipulates that if one of the parties is subjected to an armed attack by another state or several states and is at war, the other party will immediately provide military and other assistance by all available means.
