Russian Defense Ministry: Militants in Mariupol demand permission from Kiev to surrender

According to intelligence reports, militants besieged in Mariupol are requesting permission from Kiev authorities to surrender due to their desperate situation and are being refused, Colonel General Mikhail Mizintsev, head of the Joint Coordination Headquarters for Humanitarian Response in Ukraine and Director of the  National Defense Management Center of Russia, said at a briefing on April 17.

Remnants of Ukrainian army units, Nazis, and mercenaries hiding on the territory of the Azovstal metallurgical plant are trying to obtain permission from the Kiev authorities to surrender. This is evidenced by radio intercepts, of which 367 were received in the past 24 hours. Judging by the conversations, the militants are almost out of water and food, but in response to permission to surrender, the Kiev authorities threaten to shoot them.

“They persistently demand permission from the official authorities in Kiev to lay down their arms and surrender. At the same time, representatives of the Ukrainian authorities categorically forbid this and threaten with subsequent shootings under ‘wartime’ conditions,” the report reads.

The Russian command of the special operation for the denazification and demilitarization of Ukraine offered the Ukrainian militants to voluntarily surrender to captivity with a guarantee of life from 6:00 a.m. on April 17.

“The Russian Armed Forces offer fighters of nationalist battalions and foreign mercenaries from 06:00 a.m. Moscow time on April 17, 2022 to stop any hostilities and lay down their weapons. All those who have laid down their arms are guaranteed to stay alive,” Mizintsev said.

On February 24, Russian President Vladimir Putin announced that he had decided on a special military operation in Donbass. The decision was made after the heads of the Donetsk and Lugansk People’s Republics appealed for help.

Earlier, on February 21, Putin convened an urgent meeting of the Security Council on the issue of recognizing the independence of the Donbass republics. During the address to the people of Russia, the head of state announced the recognition of the independence of Donbass from Ukraine and signed agreements with the heads of the republics.
