Azerbaijani Armed Forces fired munitions including those prohibited by Geneva conventions (white phosphorus munitions) on Nagorno-Karabakh villages and towns during the night, Information Center of the Nagorno-Karabakh Republic (NKR) informs on October 31.
“In the morning the enemy resumed combat operations on north-eastern, southern and south-western directions. Strongholds, as well as peaceful villages and towns and civil infrastructure, came under fire. The enemy used prohibited white phosphorus munitions,” the statement reads.
According to the Artsakh (Nagorno Karabakh) Defense Army, the operational situation in the conflict zone is under control of the Karabakh Armed Forces.
On October 30, Azerbaijani foreign minister Zohrab Mnatsakanyan and Armenian foreign minister Dzeyhun Bayramov met in Geneve. During the negotiations lasting more than six hours, the sides agreed to observe humanitarian truce and not to strike civilians and non-military objects in the conflict zone in Nagorno-Karabakh.
The previous three attempts to observe humanitarian truce in Karabakh conflict zone made on October 10, 18 and 26 failed. Shortly after the ceasefire came into power, there was information about the ceasefire violations by Azerbaijan. Azerbaijani forces continued their offensive southward along the border with Iran with the aim of encircling Nagorno-Karabakh, cutting it off from Armenia. These attempts were repulsed by the Artsakh Defense Army.
