Western countries’ refusal to create general norms on regulation of relations in cyberspace is caused by their desire to have right for using force against those whom they suspect in threat of their own cyber security, the head of Russian Foreign Ministry Sergey Lavrov stated on October 5 at a press-conference.
Lavrov said that the French may use force against those who in their opinion violated “freedom in cyberspace.” At the same time France believes that in this case it uses its right to self-defense, prescribed in Article 51 of the UN Charter. In addition, the French side has no obligation to prove to anyone that its national interests in cyberspace have been infringed, the Foreign Minister added.
The minister stressed that France is not hiding that it wants to obtain such a right. At the same time, Lavrov noted that to “some feeble actions in cyberspace” that threaten national interests, one can “intricate anything.”
The head of the diplomatic department recalled that the Russian side has been taking the initiative for 15 years to introduce general rules for relations on the Internet. At the same time, Lavrov noted that progress in cyberspace and in information and communication technologies is constantly gaining pace. In addition, competition in this area will only increase, the minister added.
