The Russian government has allowed residents of the DPR and the LPR to enter Russia. This is stated in the Council of Ministers’ order, which was published on Official Portal of Legal Information on March 23.
The government made changes to the order adopted on March 16 that restricted entry to the territory of Russia because of the coronavirus spreading. These restrictions are lifted for residents of Donbass.
DPR and LPR citizens, as well as citizens of Ukraine who reside permanently on the territory of these republics, will be able to enter the territory of the Russian Federation.
The Government of the Russian Federation adopts this decision based on the “principles of humanity”, as Ukraine implements an economic and transport blockade of these territories.
The Council also instructed Rospotrebnadzor and other services entrusted with organizing the necessary sanitary and epidemiological control for residents of the DPR and the LPR entering the territory of Russia.
Background
On January 31, Russian Deputy Prime Minister Tatyana Golikova announced two cases of coronavirus in Russia. Outbreaks were recorded in Transbaikalia and the Tyumen region. Chinese citizens were found to be infected.
The actions are being undertaken in the whole country to take disease under control. The Federal Biomedical Agency (FBMA) of Russia has established a coordination centre to prevent the spread of new coronavirus infection (2019-nCoV).
Evacuation of Russian citizens from China is organized. All those arriving from China are tested for coronavirus. International flights to and from China are operated only through Sheremetyevo-II international airport. There is a separate terminal for passengers there.
It is reported that restrictions on the entry of tourists from China have put the tourism business on Baikal on the verge of bankruptcy, as Chinese citizens account for 60% of the total tourist flow to Lake Baikal.
