On February 24, in response to the sharply intensified shelling of the territories of the Donbass republics by Ukraine, in which civilians were killed and civilian infrastructure destroyed, the leaders of the LPR and DPR turned to the Russian Federation for help in protecting their republics.

Russia responded by launching a special military operation to liberate Donbass, as well as to demilitarize and denazify Ukraine. Russian President Vladimir Putin separately noted that Russia was planning to carry out an occupation of Ukraine.

The Russian Defense Ministry additionally noted that the Russian Armed Forces do not strike civilian objects, that the Russian military targets only military infrastructure, and that civilians are not threatened in any way.
