What new information does the Russian Defense Ministry report about biological weapons in Ukraine?

07.03.2022, Moscow.

Research on the most dangerous pathogens has been conducted near Russia’s borders for at least 15 years.

Scattered information about US biolaboratories in some post-Soviet states appeared in previous years as well. On March 7, 2022, the Russian Ministry of Defense released the facts, which allow us to look at some past events in a different way.

What the Russian Ministry of Defense has reported about

The conversation about biological weapons in US laboratories in Ukraine began on March 6. Major General Igor Konashenkov, an official representative of the Russian Defense Ministry, said that the Kiev regime began to urgently destroy traces of the military-biological program, which was funded by the US Defense Department. On the same day, Russia’s Investigative Committee (IC) began checking the information from the Defense Ministry.

The head of the Russian Investigative Committee Aleksandr Bastrykin ordered to launch criminal cases if the information about the development of military and biological weapons on the territory of Ukraine was confirmed. Chairman of the State Duma Committee on International Affairs Leonid Slutsky demanded that the UN investigate Kiev’s military-biological program.

“And yet Moscow has repeatedly warned that US biolaboratories, pursuing far from peaceful goals, are located in a number of post-Soviet countries,” Slutsky wrote on his personal Telegram channel.

On March 7, Igor Kirillov, head of the Nuclear, Biological and Chemical Protection Troops (NBC Protection Troops) of the Russian Armed Forces, held a briefing. The subject of the briefing was the results of the study of documents on US military and biological laboratories in Ukraine.

Facts about biological laboratories

It is known about the network of more than 30 biological laboratories on the territory of Ukraine. The laboratories are divided into two types – research and sanitary-epidemiological. The US Defense Threat Reduction Agency (DTRA) ordered the research work in Ukraine

Black and Veatch company was directly involved in the laboratory projects, Kirillov said. He explained that the US representatives worked in three directions – monitoring of biological situation, export of strains of dangerous microorganisms to the USA and study of bioweapons agents specific to the region.

The Pentagon studied the biological situation in the areas of Ukraine, where military units of NATO member states were supposed to be deployed, which was the task on the first direction. The task of the second group was “collection and export to the USA of strains of dangerous microorganisms”.

And the third group was to investigate potential biological weapons agents specific to the region of Ukraine. Scientists were looking for such bioweapons agents, which have natural foci and the ability to be transmitted to humans.

The head of the Russian NBC Protection Troops specified that since 2021, the Pentagon has paid $11.8 million for the project “Diagnosis, surveillance and prevention of zoonotic diseases in the Ukrainian Armed Forces.”

How the Kremlin interfered with the Reichstag and the Capitol

It turned out that US biological laboratories are also used by other NATO members, particularly Germany. Berlin has agreed with Kiev to monitor biological security on the external borders of the European Union.

As part of such an agreement, the German Defense Ministry spent two years (in 2020 and 2021) studying in Ukraine “pathogens of Congo-Crimean hemorrhagic fever, leptospirosis, meningitis, and hantaviruses.”

The United States was also engaged in equally dangerous research. The US Army’s Walter Reed Research Institute received several thousand samples of serum from coronavirus patients in Ukraine. According to Igor Kirillov, samples were primarily collected from the Slavic population.

The active work of biological weapons laboratories in Ukraine has been evident since 2014. Washington helped Kiev reform the state health care system, which led to “an uncontrollable increase in the incidence of especially dangerous and economically significant infections,” said the head of the Russian NBC Protection Troops.

He explained that the incidence of measles in Ukraine increased by more than 100 times. In addition, cases of rubella, tuberculosis and diphtheria began to spread. Kirillov specified that the World Health Organization estimated a high risk of polio outbreak in Ukraine.

Documents that came into the possession of the Russian Defense Ministry proved that the Ukrainian Health Ministry had ordered the irretrievable destruction of bioagents in laboratories on February 24. The Russian Defense Ministry believes that Washington has already collected and transported abroad all the necessary materials for its military-biological programs.

So what was there after all?

“The analysis of the acts of destruction shows work with plague, anthrax and brucellosis pathogens in the Lvov biolaboratory, diphtheria, salmonellosis and dysentery pathogens in laboratories in Kharkov and Poltava,” said Igor Kirillov.

Igor Kirillov gave a list of several hundreds of emergency destroyed containers in Lvov laboratory, “232 containers with leptospirosis pathogen, 30 – with tularemia, 10 – with brucellosis, 5 – with plague.”

According to the head of the Russian Armed Forces, these facts, which include an excessive number of biopathogens, prove the existence of US military and biological programs on the territory of Ukraine.

At a briefing on March 7 , the Russian Defense Ministry concluded by saying that not all of the seized documents had been disclosed. But even the disclosed papers make it possible to put forward a highly probable hypothesis that the US and Ukraine violated the Convention on the Prohibition of Biological and Toxin Weapons.

Igor Kirillov specifies that it is about the work “on strengthening the pathogenic properties of microorganisms using methods of synthetic biology.”

Biolaboratories at Russia’s borders

It is likely that the rampant activity of US military and biological laboratories in the former republics of the USSR manifested itself earlier than in February 2022. And it is no coincidence that on January 28, 2022, less than a month before the recognition of Donbass, Deputy Chairman of the Russian Security Council Dmitry Medvedev already raised the issue of US biolaboratories in Russia’s neighboring countries.

According to Medvedev, such biolaboratories can even accidentally become a source of a dangerous virus. “It’s not about the Americans, it’s about the fact that we don’t understand what they do,” Medvedev noted.

It was discovered that biological laboratories funded by the United States are operating in many former republics of the USSR. Just two months earlier – in November 2021 – it became known that residents in southern Kazakhstan sharply opposed the construction of a new US biolaboratory. The construction of the laboratory was initiated by the Ministry of Industry and Infrastructure Development of Kazakhstan.

The laboratory of the USA BSL-4 was supposed to be founded in the settlement of Gvardeyskiy, Kordayskiy district of Zhambyl region. This laboratory, if built, would be of the fourth (highest) hazard category. Such laboratories are designed to study pathogens that cause dangerous diseases and can affect large masses of people.

But such laboratories have been operating south of Russia for at least 15 years. In 2013, Washington gave Kazakhstan a KZ-29 grant to study Crimean-Congo hemorrhagic fever, and in 2014 the republic experienced an outbreak of the disease.

It turned out that the outbreak was caused by a pathogen leak during the transportation of samples from the Kazakhstani Research Institute of PBL to the Lugar Center in Georgia. The sample was transported by a Fort Detrick, USA, employee. In 2017, Washington awarded a KZ-33 grant to study the alpha-coronavirus.

US military biologists found a population of bats infected with alpha-coronavirus in caves in the Tulkubas region of Kazakhstan. Since 2007, the US began to open biolaboratories in Uzbekistan. Similar laboratories are known in Georgia.

Comparing different facts, one can detect a large and long-term program of the US to develop biological weapons. The study of the most dangerous pathogens has been carried out near the borders of Russia for at least 15 years. The territories of former allies are being used as testing grounds for dangerous viruses. And Russia will have to find solutions to protect its fellow citizens from new potential threats.
