Expert: An agreement between Putin and Biden does not mean it will be fulfilled

The US political culture does not imply any strict fulfillment of promises, doctor of political sciences, professor of the Moscow State University Sergey Chernyakhovsky said on June 17 in an interview with Rossa Primavera News Agency.

Sergey Chernyakhovsky commented the summit of Joe Biden and Vladimir Putin that took place on June 16 in Geneva.

The political scientist explained that in talks with US presidents the most important point is not the possibility to come to an agreement, but guarantee that the agreements will be fulfilled.

“Our main problem is not what we can come to an agreement with US presidents about. Indeed, all our summits with them were good. For all our leaders… But the point is what will then be fulfilled, by their side in particular. And what policy they will pursue,” the political scientist explained.

He drew parallel between the current situation with the events after World War Two when agreements about borders first failed to be adopted for a very long time, and then they were grossly violated.

“How we still remember the Helsinki meeting of 1975, the main outcome of which, inviolability of borders in the post-war Europe, was nullified a little over 10 years ago. But it is always forgotten what the Helsinki meeting was ― it was a multilateral conference on Europe.

An agreement was reached in Potsdam in 1945. And the conference should have taken place in October or November 1945. But it did not. And it took 30 years for it to gather. However, our countries, our bloc urged for this meeting for about 10 years, from 1965 or so,” the expert said.

He noted that today not agreements with the USA can be trusted any longer. “The US political culture does not imply any strict fulfillment of the adopted obligations. They can fulfill them or not,” Sergey Chernyakhovsky explained.

He also noted that Russian media were not invited to Biden’s press conference, which supports the idea that US promises and agreements cannot be trusted. “In my point of view, this is important that we allowed their media to the press conference, while they did not allow ours. This immediately raises the question how seriously they can be dealt with,” the expert explained.

He also explained that, considering the format of the summit, only presidents now some details of their agreements.
