The Ukrainian side blocked the peace talks and undermined the implementation of the additional package of measures for the control of ceasefire signed on July 23, 2020.

The members of the Verkhovna Rada (the Ukrainian parliament) blocked the Minsk talks by their decree on local elections with a provision of elections in Donbass violating the Minsk agreements.

Also, the President of Ukraine Vladimir Zelensky said that the peace with the Donbass republics would only be achieved if they fully surrender.

The head of the Ukrainian President’s Office Andrey Yermak said that the Minsk talks were consultative and not legally binding for the Ukrainian side, and he said that the Ukrainian delegates were social activists having no right to talk on behalf of the state.
