“On April 22, 2020, The New York Times reminded that the idea of social distancing as a non-pharmacological measure to manage epidemics was introduced in the National Strategy for Pandemic Influenza (2006) citing the names of Carter Mecher and Richard Hatchet as the main authors of the idea of social distancing, according to which residents of one apartment building would take a walk at one time, hands behind their backs, and residents of another building at a different time,” the political scientist writes.

Kurginyan refers to details of the strategy itself, which was developed in the first decade of the 21st century, and its authors Richard Hatchet, Carter Mecher, Rajeev Venkayya. Hatchet and Venkayya are also members of the board of CEPI (Coalition for Epidemic Preparedness Innovations), an organization which at the initial stage of the pandemic was called the major candidate for developing a vaccine for the novel coronavirus.
