The amendments to the Russian Constitution are a legal event of historic importance, the Director of the Foreign Intelligence Service of Russia Sergey Naryshkin said on June 29 at a polling station in Moscow.

According to Naryshkin, the way of approval of the amendments by the Russian citizens is important, because the amendments adopted by the Parliament will only become effective after the majority of the Russian citizens approve them.

“They dramatically improve the legitimacy of our Constitution. Definitely, the adoption of the amendments is a historic event of great legal importance,” the director of intelligence said.

Naryshkin added that thousands of Russian people participated in the discussion of the amendments. He noted that the President of Russia Vladimir Putin gave a powerful momentum to the work on the amendments, and almost all the Russian population joined this work over a period of three months.

“The Constitution has not, and cannot have, any insignificant provisions; all of the provisions of the package of amendments the Russian people are discussing today are important,” the director of intelligence stressed.

He believes that thousands, if not millions, of citizens of the Russian Federation participated in the work on the package of amendments.

According to Naryshkin, it is important that an amendment on historic memory is to be adopted, along with the priority of development for Russia. The director believes that “the fruit of technological progress can only become ripe based on historic traditions.”
