CIS Anti-Terrorism Center: “Low-cost terror” is on the rise worldwide

We are watching the formation of a new type of terrorism, “low-cost terror”, the Head of the Commonwealth of Independent States Anti-Terrorism Center (ATC), Colonel General of Police Andrey Novikov, said on October 5 in his interview to RIA Novosti.

“We are witnessing the formation of a new type of terrorist activity, so-called ‘low-cost terror’,” Novikov said.

He pointed out that the new situation is caused, firstly, by militants’ movement from areas of armed conflicts to other states including Europe, and, secondly, by militants’ remote recruiting of citizens previously uninvolved in terrorist groups.

In the past year, Europe was shocked by terrorist attacks of a new type which did not require extensive training or money. Terrorists attacked people using knives of hitting them by trucks.

Some of the recent incidents of this kind happened on August 17-18 in the Spanish cities of Barcelona and Cambrils; a minivan moving at a high speed rammed into a crowd in Barcelona; later in Cambrils, 120 km away from Barcelona, another vehicle hit people. On August 25 in Brussels, a man with a knife attacked an army patrol shouting “Allahu Akbar!” wounding two servicemen. On August 26 in Marseille, an armed attack happened in which three people were stabbed. On October 1 at the Marseille railway station, a man shouting “Allahu Akbar!” stabbed two women to death.
